Job Details/Summary:This is a direct hire opportunity in the Northern VA area. We seek a Technical Manager who will coordinate our client’s outside contracted work in support of their emerging infectious programs.
This manager will identify, audit, select contractors and then oversee, manage, and report their work to produce reagents, organisms, and services to support research and development.

Duties and Responsibilities:

1. Establish project parameters, and product specifications (quantity, form, quality level, etc.) for materials produced through outside contracts.

2. Identifies, audits, and selects outside contractors to produce reagents. Identifies and selects outside laboratories for the contract production and characterization of organisms for our client’s repository.

3. Performs site visits of prospective contractors to establish scientific, operational, and quality capabilities. Generates site visit reports in support of selection of contractor(s) for project awarding or for establishing lists of approved vendors.

4. Issues Requests for Quote (RFQ) documents to prospective contractors. Review replies to RFQ and make recommendations and choices on the contractor to receive the project.

5. Generates Statement of Work (SOW) documents that outline project parameters, product specifications, and roles and responsibilities of the contractor. Negotiate project schedules with contractors. Produce project plans for internal monitoring, reports, and communication. Negotiate project financials and payment schedules.

6. Maintains project oversight with contractors through regular communication including site visits, reports, and conference calls.

7. Interacts with Quality Systems in scheduling quality audits of contractors if appropriate. Receive, review, and communicate the results of the quality audit.

8. Works closely with Regulatory Compliance Specialists to ensure proper transfer of materials internally and externally. Formulates processes for the delivery of characterization data from the contractor in a form that facilitates entry into BEI Product Sheets and Certificates of Analysis.

9. Develops procedures, processes and formulates work throughput goals to accomplish improved productivity and to ensure the on time delivery of products and documentation to internal and external customers.

10. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Has authority either directly or through recommendations for employment decisions to include selection, training, performance evaluations, counseling, promotions and terminations.

Requirements
The candidate must possess a M.S. in an appropriate biological discipline, such as Virology or Microbiology, or possess substantial equivalent work experience. Previous project management experience, preferably in an industrial environment dealing with outside contractors, is highly desired. Experience and training in areas of biodefense or emerging diseases is preferred. The candidate must possess excellent interpersonal, communication, organizational and analytical skills and lead by example. Excellent computer skills are required. Travel is required.
