Playing Catch-Up: How Federal Policy is Lagging Behind State Cannabis Programs

      David T. Mangone, Esq. is the Director of Government Affairs for Americans for Safe Access, the largest non-profit in the United States dedicated to advancing legal medical cannabis therapeutics and research. He is the author of "Medical Marijuana Access in the United States: A Patient-Focused Analysis of the Patchwork of State Laws," a publication that analyzes and grades every state's medical cannabis laws and regulations. David has served as an international policy expert on medical cannabis laws and has provided testimony for the Office of National Drug Control Policy, the Department of Justice, and the United States Congress.


    Providing insight into how Congress and Executive agencies have adapted and responded to states legalizing cannabis for medical use. Discussion will include proposed solutions to end the federal-state conflict of laws that currently prevents access, research, and progress.

    2. Recognize what policy changes the Federal Government must make on cannabis that fall outside the realm of state control
